The Merge poker network has announced that it will no longer be accepting new players from any of five US states - Maryland, New York, Louisiana, Washington and Missouri. It will also no longer be taking French bets, according to a release picked up by poker forums today. 

The network - which continues to accept US players from other states - confirmed earlier this month that it would stop offering rakeback for any players who sign up after 1 June. Yesterday one Merge site, Hero Poker, revealed that it would not be accepting new players from anywhere within the US.

Alderney Gambling Control Commission (AGCC) has today issued Hearing Notices under 
Regulation 46 of its Regulations to Vantage Ltd, Oxalic Ltd, Filco Ltd and Orinic Ltd, 
collectively trading as FULL TILT POKER.

In addition, AGCC has issued Suspension Notices under Regulation 47 to the above named 
companies requiring them to suspend all operations with immediate effect.

The decision to suspend these licenses follows a special investigation prompted by the 
indictments unsealed by US Attorney General’s Office in the Southern District of New York 
on 15 April 2011, during which grounds were found to indicate that these licensees and their 
business associates were operating contrary to Alderney legislation. The nature of the 
findings necessitated the taking of immediate action in the public interest.

Andre Wilsenach, the Executive Director of the Alderney Gambling Control Commission 
says: ‘The decision to suspend the eGambling licence was in the public interest and, because 
of the seriousness and urgency of the matter, it required that immediate action be taken ahead 
of the regulatory hearing.’

AUCKLAND, New Zealand - Workers at the casino in New Zealand's largest city have been forced to wear flea collars to work in a bid to ward off the blood-sucking critters, the New Zealand Herald reported Tuesday.
The alarming report follows news of similar infestations forcing nurses at some Auckland hospitals to adopt a similar course of action in December -- sparking a warning from health authorities against humans wearing the pet collars, which emit toxins.

Employees at SkyCity Casino were spraying themselves with insect repellent and wearing pet flea collars around their ankles to ward off fleas, according to Unite Union national director Mike Treen.
He said staff had been complaining about infestations on the casino floor "for years" and that although the business had been undertaking a cleaning process, "it doesn't seem to be working."
SkyCity management told The NZ Herald the casino floors were cleaned every day and it was not aware of any complaints about insect bites.

The facility, which also features a convention center, bars, restaurants and hotels, is the only casino in Auckland.
SkyCity Entertainment Group has casinos in three New Zealand cities -- Auckland, Hamilton and Queenstown -- while in Australia it owns properties in Darwin and Adelaide.

Bodog has received a UK remote sports betting licence from the Gambling Commission 24 hours after the government announced plans to revamp the country’s licensing and tax regimes and will open a dot.co.uk site in three months.


The operator has three other licences in Antigua (Bodog Europe), the Philippines (Bodog88) to cater for Asian customers and Kahnawake (dot.eu), its former dot.com operation whose domain was changed following the Black Friday indictments in April.

Patrik Selin (pictured), CEO of Bodog Europe and new CEO of Bodog UK, said it would take “at least” three months for its servers to be installed in a secure location in the UK and for the remaining infrastructure, including the hiring of 100 new staff, to be put in place before the fully licensed site goes live.

Asked when the site would begin to make a profit Selin refused to go into specifics but said: “We have taken a long-term view on the UK. It is the largest regulated market in the world today and we want to be part of that. The decision was not taken on market share. The key thing is to develop trust with the UK customer. This is one of the most important things for the industry.”

Bodog will only be able to offer UK customers sports betting and casino games, while poker remains off limits until it receives the appropriate licence. The company will now pay 15% gross profits tax in line with current regulations. Selin said he would look to add further casino suppliers, in addition to current supplier CTXM, to the UK site in the coming months.

Bodog.co.uk will continue to operate and offer UK customers services under its Antigua licence until it switches over to its UK licence in three months time. All non UK players will then be blocked from the site.

“Now we are licensed we can do lots more deals with lots more companies, you can suddenly do a lot more with media companies, you can advertise more freely and there can be more co-operation with media.

“We are going to do a couple of big things that will surprise people once we do these deals. We are in negotiations [with media companies] at the moment,” he added.

The Gambling Commission also approved and issued Bodog UK with a non-remote sports betting licence as well as a remote gambling software licence with Selin adding that he would look to open a small number of flagship retail outlets at the end of 2012. The entire application process took a year, according to the former head of Ongame, with the official application sent to the Commission in January and approval received yesterday.

Yesterday, John Penrose, Minister responsible for gambling policy and regulation, announced that all on and offshore operators selling services into the UK would, in future, have to obtain a licence from the Gambling Commission if they wish to continue offering online gaming to UK customers. No detail, however, was given as to when this would come into force, the fees and taxation format and levels of taxation that would be involved, as well as which jurisdictions would be affected.

The new proposals would effectively mean the end of the White List as it stands, however Penrose added that the Gambling Commission would ensure that regulatory good practice is recognised so that overseas based businesses in “trusted jurisdictions”, such as the white listed countries, would have much “lighter touch approach and, for example, will not have to duplicate regulatory work.”

No official statement has been made as yet, however it is widely understood that Antigua will not be part of those “trusted jurisdictions”.

Majority of complaints resolved within 72 hours

London, 15 July 2011 - The 2011 half-year dispute statistics released by eCOGRA Fair Gaming Advocate Tex Rees this week show once again that eCOGRA-accredited operators maintained a remarkably low complaint ratio under 0.5 percent per site on average each month over the first six months of 2011. 

The majority of valid complaints received by the independent player protection and standards body were resolved within 72 hours. 

"Operators have responded in a fast and cooperative manner to those cases where I have requested information and explanations, and have been quick to respect my findings in each case," Rees reported, adding that it had been noted that a small percentage of players still tried to circumvent terms and conditions governing play and payouts. 

"This small category of players has become more creative in their tactics, but the operators have developed correspondingly improved methods to identify and then lock them out," she said. 

eCOGRA oversees the online gambling activities of some 145 tier one online gambling sites owned by some of the biggest and most established operators on the Internet, and makes available a free dispute resolution service to players using those sites which have been awarded eCOGRA’s “Safe and Fair” seal. 

During the first 6 months of 2011 a total of 475 complaints were received, 57 of these being in respect of sites outside the eCOGRA sphere of influence and therefore not accepted. A further 60 were invalid due to insufficient information or irrelevant enquiry. 

The 358 valid and legitimate complaints accepted by the FGA featured cash-in problems (41 percent), bonus issues (23 percent) and locked accounts (21 percent) as the main disputes, with an average complaint rate of 13 per week across all 145 accredited operations. 

The number of valid disputes resolved in favour of the player dropped to 40 percent, a decrease of 3 percent on the 2010 figures, Rees reported. 

“This decrease is attributed to a number of gambling syndicates breaking the terms and conditions that were uncovered by operators through the application of increasingly sophisticated tracking techniques" says Rees. “The use of multiple account and fraudulent documents are being picked up on a much more regular basis”.

Health watchdogs yesterday launched a scathing attack on the world’s first IVF lottery offering would-be parents the chance to win fertility treatment.


Regulators said plans to sell £20 tickets for a prize of £25,000 of treatment at one of the country’s top fertility clinics ‘trivialised’ an extremely serious issue.

The controversial lottery, run by the To Hatch charity, was granted a licence by the Gambling Commission which does not consider ethical questions when assessing applications.

But yesterday the Human Fertilisation and Embryology Authority said it would be contacting the charity and clinics involved to express its concerns over the lottery, due to start later this month.

A spokesman said: ‘The HFEA is strongly of the view that using IVF as a “prize” in a lottery is wrong and entirely inappropriate.

‘To do so runs counter to the ethos that underpins our regulatory system and clinical practice. It trivialises what is for many people a central part of their lives.’

Last night a campaign group also branded the concept of an IVF lottery as ‘horrifying’.

Single people and gay people will be eligible for the lottery along with couples hoping to conceive.

The money will be used to pay for one cycle of IVF along with complementary therapy, accommodation and travel costs. Where IVF is not suitable, winners could be offered donor eggs, reproductive surgery or surrogate birth.

If a single man or woman won, they could be provided with donor sperm, or a surrogate mother and donor embryo.

The competition’s creator, Camille Strachan, said she was inspired to set up the competition after her own struggle to conceive. The 37-year-old mother of one said: ‘This lottery will at last offer some hope to those who cannot afford to attend private fertility treatment clinics in areas where IVF has been stopped by the NHS.

‘Sadly, health service cuts are likely to get more severe. When you are trying to conceive every month that passes without treatment is a month wasted. I know because I have been through it myself.’

After a failed round of IVF, Miss Strachan conceived naturally while waiting for private treatment and is now bringing up a young son.

The former interior designer runs To Hatch from her home in Shepherd’s Bush, West London.

On its website the charity pays tribute to Waitrose which it describes as the initial sponsors for the charity.

The lottery is due to launch on July 30 offering tickets online with a chance of winning fertility treatment from a choice of five private clinics. Entrants must be over 18 and young enough for a fertility clinic to allow treatment.

Lottery numbers will be chosen by a computer and the winner randomly selected. There will be a guaranteed winner on each draw. A quarter of the ticket money will be used to pay for the winner’s IVF, with another quarter going towards To Hatch, which provides online support for childless couples and those experiencing trouble conceiving. 

The rest of the takings will go towards VAT and administrative costs, Miss Strachan said. Winners must produce a letter from their GP to show they have been having fertility treatment.

Josephine Quintavalle, of the group Comment on Reproductive Ethics, said: ‘The more one looks at it, the more one is horrified.

‘If you look at the claims that are being made, if you won and you were not eligible for IVF, they will offer surrogate motherhood, embryos and eggs, so they are actually involving other parties as well.’

The Gambling Commission said it was not within its remit to consider ethical questions about a lottery when ruling on whether to grant a licence.

Waitrose said it gave To Hatch a one-off donation in 2010 through a scheme supporting charities serving the local community.
